YES, it is. However, you must not use pdfTeX/pdfLaTeX. The easyest way to proceed is produce a ps file and then convert it into a pdf file with ps2pdf ou Acrobat Distiller.

Manuel historically developed a first version of pst-circ (which is still available in his fantastic web page). I continued his work (keeping the design) but reorientated in a more pst-node way which, according to me, is more accurate.
